Next?  I hear you.  The homeless situation is KEY.  Maybe humans like to focus on the petty.  Maybe humans KNOW they need to re-manage and think and that scares them. So, they have no clue as to the plight of the homeless, so they focus on poop.

They are a group of dumb and shi++y citizens.  nothing new here.  I am reminded of my job.  We need major change and the manager focuses on who left the breakroom dirty.  

Same thing. Ineffective politicians and ineffective citizenship.  How do you solve that? Who knows?  Run for office?  Good luck/

Homelessness is easily solved.
How many cities don't have acreage of empty land?  VERY few.
Place a bunch of "tiny homes" on that land, and let the homeless live there.
It's far better than a "shelter" ... they can lock it up, cook meals, take showers, don't have to leave at a certain time.
It maintains their privacy, so you can work with them on mental/physical health issues or help finding jobs.

Tackle the ‘easier’ problem first. 

Reality check: homelessness will never be completely cured. Never.
