    Yes, and they still do. They just mostly follow the laws intended to protect minors.

    There's more money to be made from the living than the dead.
    It's easier to fool the gullible than it is the wise. 
    Kids think they know everything, so they'll listen to anything (except their parents).
    Children are highly impressionable and want to "fit in".  What better way than to tell a few that smoking is the way for them to "fit in", then sit back, watch the lie spread, and rake in the profits.
