    Not leaving a tip in a restaurant is being a cheapskate. Deliberately not paying for what you promised to pay is stealing.  STEALING.  HE IS A THIEF.  And it is so okay if you are one of the RICH ba$terds who are benefiting from it.

    Over billing. 

    One town billed 8,500 for 33 officers for one rally. I do not know of any officer who makes $30/hr. (Assuming 8hrs per officer)
