    Depends on what that “thing“ is. 

    You study it, gather and evaluate all relevant data about it, build a base of knowledge that expands and develops as the information is collected. 
    It is wise to be mindful that it may not be possible to know 100% of something, or to be entirely certain that we already do.

    Divide the amount you have by the fraction that it represents. That give you 100%

    Ex:  I have 25 and know that this is 16% of total something, but what is total something?
    25 divided by .16 equals 156.25.  So 100% equals 156.25.

    If you just want to find a percentage of a total:

    What is 16% of 156.25

    156.25 x .16 = 25

    You have to know two of the values.
