It depends if you're speaking about physics or metaphor.
In physical terms, certain quantities in the Universe are always preserved (energy, momentum, etc.). So if one object in the Universe changes its state, there is a corresponding state change in something else, in order that conservation laws are not violated.
In metaphorical terms, this happens all the time at many levels. If a doctor shines a light into the eyes of a comatose patient, there is no reaction from the person because they neither consciously observe the light, nor do they have motor function to respond to it. You can devise your own similar scenarios.
