CA to regulate methane. Cap and Trade on manure smell ($50 mill). And want to invest in techonlogy to regular Cow farts. Total waste of Tax money?

Will human farts be fined next.  Just add the fee to the food bill?

Only partly. Methane is a very good car-fuel. The main problem (still not solved) is catching it before it dissipates in the air.

Solving that will make fuel cheaper and at the same time solve a lot the pollution problems we have with methane.

Although your question is about "Cow Farts", the California program is much more far reaching in scope  than you reveal...In many areas of the US, Methane is captured from landfills and used to power equipment used to maintain the landfill.... Methane generators are used on many farms in developing countries and the fuel is used to power farm machinery..... Animal waste, especially on cattle/ dairy  operations is a great source of potential energy. Ask a farmer if he would like to lower his fuel bills  !
