Each Presidential election year the news outlets would use red and blue on the maps to show the how the electoral college was working out. The colors never stayed the same. They would be different each year and sometimes different between each news network.
But in 2000, Bush vs Gore the colors used were red=Republican and blue=Democrat. That year there was all the controversy...remember the hanging chad and the dimpled chat etc. Eventually the Supreme court weighed in and Bush was declared Pres. Because it was drug out for so long the colors from that year have stuck permenantly.

I'll never forget that. That was so weird. I believe that was when there was a big push for electronic voting to eliminate that type of fiasco but that just created bigger worries

I don't know the year but it came about by a news report using colors for clarification of which states were leaning which way. It stuck. (I read that somewhere; it might actually be true.)
