    There is a plan.  Based on the data in individual areas, we will decide if it is safe to open slowly or stay closed.  Opening will be slow in steps.  Social distancing will remain.  Stores will open with limited capacity.  Restaurants as well.

    Agreed, he's making it up as he goes along. It's all about his election campaign, lives don't matter at all (particularly in blue states).
