    In some ways, some dictionaries don't know either.
    From three different sources, included in the defininitons:

    Both are verbs.

    Rouse -- "cause to feel excited" -  "to excite"

    Arouse -- "to stir up, excite"   - "evoke or awaken a feeling"

    At the least, I find them similar words.
    :)

    I guess add me to that "some people" list.

    I don't  know why I can understand the differences in your examples but I have difficulty with others like when to use "into" or "in to" - - there are others for me, too. If I think of them, I'll come back and share, ha!
