In one of your questions a couple of days ago you said something about why have a Constitution if you aren't going to follow it. Perhaps President Trump is sick of some state's politicians trashing and overriding the Constitution, in this case the First Amendment. Sometimes a short speech has more of an impact than a long speech that will fall on deaf ears. It looks as if his short speech worked. It got your attention. Perhaps it also got the attention of the governors who deem the Constitution as unnecessary. There comes a time when enough is enough. :)
