    Yes, I read it since I asked you.  It's just bathrooms in Federal buildings.  Who puts their babies on those nasty things.  I think there should be a changing room separate from the bathrooms.  Just a couple of changing tables, wastebins, and sinks with soap and paper towels.  No blow dryers.  I hate those things.  Men or women could change their babies in there.
