Wait a second! What’s the validity in being able to chew gum and walk at the same time, and why is it the measuring stick for competency?

Because inept people are unable to put gum in their mouths.  They try, but even at point-blank range they inevitably miss their mouth.  The walking part is just to get them away while the rest of us laugh.
