Why can't I just use my sleeve and save a tree?

      No one said you can’t.

Right,  maybe I should get in the habit of using napkins now anyway because I just remembered used napkins can be recycled as organic material. I will give her a nice tip for being considerate.

No, it's because she hopes you're not.

    No, she's just being polite.

    However...

If the waitress brings you  a lot of napkins (especially without asking first), ...you might be a slob.
If they always seat you at a table with a janitor,... you might be a slob.
If they seat you at a place where the table, chairs and floor are completely covered with large black plastic trash bags,... you might be a slob.

No, it is probably some kind of waitress initiation test. Like: 'Take this to that shabbily dressed mean-looking guy over there, and if he resents you making him out to be a slob, just show you can give as good as you get and you're in'.
