It's supposed to produce a greater high, but clearly, when it kills, there's too much in there.  The better question may be why do people use heroin?

Because fentanyl is cheaper so they make more money.  It always comes down to money.

The fentanyl high is much shorter duration than heroin (for the same cost) so this may be frustrating for the user so then they will keep injecting more fentanyl in order to maintainn that beautiful high feeling.
