Why is Disney World allowed to be its own government?

      You’d probably have to give some kind of context for that position. All business entities make rules and regulations that govern their day-to-day operations.

    No this is not the same.  They have there own government. They issue their own liquor licenses, building permits,  manage their own utilities (water/sewer etc), their own emergency services, etc. There are two town's there and only land owners can vote there.

    Probably because that's what Walt Disney originally designed it as ... a planned city. 
    He didn't intend it to be a theme park.  That happened after his death.

    Ironically, the Disney Corporation is now looking at opening small planned "retirement" communities, using the technology they have "perfected" at their theme parks.

    Walt Disney World set up the Reedy Creek Improvement District with the state to provide all local services for itself except law enforcement.  Service districts in Florida aren’t allowed to provide law enforcement, but in some other states they can.

    This isn’t anything weird or unusual in local government.  There are more than 50000 of these kinds of service districts in the US.  Some of your property taxes are probably even going to one or more of them.
