What exactly is this? 

It's a two-way radio.

I hate the term 'walkie-talkie'.

I'm also a ham, and we rarely call them walkie talkies. We call the HT's, which is short for handy talkies. 

In the Navy, they were 'two-ways'.

  Handy-talkie sounds just as bad or even worse than walkie-talkie.
