It can be situational, and that itself is based on a variety of factors. First of all, the comma in A and B is incorrect. Secondly, it would depend on what the number represents, such as linear measure, mass measure, money, people, objects, time, and so on. Thirdly, there are some instances in which numerals instead of words would be appropriate; 1426 or 1,426 (in Latin American countries, it’s 1,426). Both All the A, B, C and D choices are technically correct as far as grammar and style within are concerned, so in some ways it boils down to personal preferences. Personally, I prefer D.

    A) One thousand, four hundred twenty-six

    B) One thousand, four hundred and twenty-six

    C) Fourteen hundred and twenty-six

    D) Fourteen hundred twenty-six

One thousand four hundred twenty-six and 00/100 for checks.  Stop after six otherwise.  Use a hyphen for numbers between 20 and 99.  And replaces the decimal.  No commas.  In legal documents, if the written number is a reference to money, US Dollars should follow the number.   When writing, unless conversational/informal, do not use twenty-four hundred style of two thousand four hundred.

1,234.00                   One thousand two hundred thirty-four
12,340.00                 Twelve thousand three hundred forty
123,400.00               One hundred twenty-three thousand four hundred
1,234,000.00           One million two hundred thirty-four thousand
12,340,000.00         Twelve million three hundred forty thousand

A, B, C and D are all correct, but I try to avoid writing 1,426.  I write 1426 instead because 1,426 is ambiguous.

The value of 1,426 can either be one thousand, four hundred twenty-six or it can be one and four hundred twenty-six thousandths, depending on where you are in the world. (Note Martina’s answer above, it’s the latter to her.).
