    About as true as it is in the US.

    You can study for a career as an Emu rider as much as you want, but it is still going to be hard finding someone who want to hire you to ride Emus ;-))

  • I'm not sure how things are over there recently.
    The USSR seems to be able to pick its most talented students and put them into specific training - which is how they get their world class ballerinas and athletes. The centralised public education system probably makes it easier to stream the talented in the direction of most need to the state. I don't know if the child or the family is given any right to object.
