Why do we lock up the items on the shelves, but not the criminals who steal them?

We do. Locking up the liquor makes it harder to steal but stealing isn't legal even if it's easy. It also helps to prevent intoxicated customers from mishandling and possibly breaking the bottles, they're expensive.
