Should there be a background check for purchase of a 3D printer or CDM machine?

NY thinks we should for a 3D printer.

    If there is a potential for someone  to create guns, yeah, I can see why there is some concern.
    But I'm no expert on 3D printers.
    The little I know about them I allow to freak me out a bit, though.
    Offhand, I admit I don't even know what a CDM machine is.

    Yes the 3D machine can be used for making a gun.  Not a very good one. 
    A CDM machine makes things out of metal. Better for firearms.
