What's the difference between tax cuts and tax reforms. Which is Trump doing?

I know many people are worrying about the economy. Which will be better for the 99%? What about the top 1%?

    "Tax reform" is language used by the people who will benefit from tax cuts to sell their proposals to people who will NOT benefit/be screwed by the tax cut proposals...;-D...

    Trump has promised to reduce both corporate and individual tax rates. When reality sets in, he will find he can do neither without upsetting major in-place programs.

    He says he will do both.  Tax reform indicates a difference in the way we are taxed and how tax is collected and any other change made.  We've been reformed to death.  I would like to see all 75,000 pages of the irs code thrown out and a new code emerge through complete tax reform.  The IRS has no power through the Constitution but is bigger than any branch of government.  It is past time.  It's an undertaking than I cannot even imagine knowing how to start but it just has to be done.

    Ah, the ravings from RAWF fantasyland:

    This is where the people's ability to read Article 1, Section 8 and the 16th Amendment to the Constitution is blinded by ideological wishful thinking.

    The IRS budget is on the order of $15 billion and has a workforce of about 80,000 employees (both of which are down 15%-20% since 2010 despite increasing workload).

    Tax reform = changing the tax code

    Tax cuts = a change in the tax code

    Trump CAN'T change the tax code.  The congress can

    Thanks, Excon. Trump ran on cutting the corporate income tax rate by more than half to 15%, and make that available to half of all US businesses that are not corporate form. There are other parts to this regarding partnerships. 

    There aren't much cuts on the Middle class. They don't pay much taxes individually, but do so, collectively. 
    He will repeal the estate taxes. He does want to give people with children more tax deductions. But many parents like that don't have that much taxes, so it wouldn't benefit them.

    Hello again, M:

    The point I was was making is that no matter WHAT Trump ran on, tax reform originates in the House of Representatives, and NOT in the White House..

    Now, he has a friendly House AND Senate so he MIGHT be able to pass some of that..  However, there are PROBABLY people in government who KNOW that tax CUTS combined with HUGE spending on infrastructure, HUGE spending on the military, HUGE spending on a wall, and HUGE spending on a deportation force, will result in HUGE deficits.. 

    Maybe some conservative, perhaps, will stop him.
