When PET asked General Mattis what he thought of waterboarding PET was surprised by the reply. AS if he had never heard it before. WHY?

Apparently General Mattis is or was being considered for the position of Defense Secretary. His reply to PET's question was as follows

"I've never found it (waterboarding) to be useful. A pack of cigarettes and a couple of beers works better".

EVERY EXPERT has said repeatedly that WATERBOARDING DOES NOT WORK! If PET is surprised at that he hasn't been paying attention.  That is not a good sign.
