What if a American became citizen in another country like Argentina. Than they renounced their American Citzenship?

What if you are American Citzen than you move to Argentina & become Citzen in Argentina. Than they renounced their American Citzenship do you consider them true Americans if they renounced their Citzenship? Can they come back to the USA?
