Does ignorance is bliss mean when you are stupid you are happy?

No not quite.. but the stupid can be happy because they don't have the awareness to realise why they should not be happy about a particular thing..

"Ignorance is bliss" is an idiom which is not to be followed as a rule of life. It simply means if you are unaware of something, you won't worry about it. You can be ignorant without being stupid. Many smart people lack education or knowledge of specific information. 

Not stupid. Just unaware of the approaching problem.

Ignorant doesn't mean stupid, it just means lack of awareness.
