If the government blocks your access to certain internet sites are you made aware of it? Does it say "You are blocked"?

The only ones of those I've ever seen have been scammers trying to nail you with ransomware. The only other sites that I know that are blocked usually contain top secret material but you can usually go into the deep dark web and get into anything. Like the Tor browser for example.
