Who thinks a black man, who has NO criminal record, has a JOB, has a LICENSED gun WITH a concealed carry permit, and after being stopped for a broken tail light, would try to OUTDRAW the cop??

Did the officer know all that information when he stopped the guy? What would having a job have to do with it? The office did not know if the guy had a record until he identified him and got the report back.

I am not justifying what happened but the officer is going into an unknown when pulling a vehicle over.

I would need more information on what took place at the car before deciding what went wrong.

In my state you are not required to tell the officer if you are armed. The officer approaches ready. They will know as soon as they run the license or ask you. I have never been asked.

I think it's ludicrous to assume that any person would first inform a police officer of the presence of a concealed weapon or even the possibility of the presence of a concealed weapon, and then ATTEMPT TO DO THE OFFICER HARM. For the officer to justify the killing by stating he thought the man was reaching for the weapon certainly brings his judgement abilities as a law enforcement officer into question.

That cop did.   He is a racist and has no business being a cop.

Your second tenet is equally ludicrous.   That cop is not a cop.  He is a racist.

I've read nothing even remotely logical to say that this policeman could have thought the man was pulling his gun out of his pocket.  It's very sad.  More than sad.  I don't, however, think that cops have a secret "let's shoot black people" agenda going on.

But he did not tell the officer properly.  According to his girlfriend:

"As he's reaching for his back pocket wallet, he lets the officer know: 'Officer, I have a firearm on me," she said. "I begin to yell, 'But he's licensed to carry.' After that, (the officer) began to take off shots."

That is not the proper way to inform an officer that you have a weapon. When the officer comes to the window, you politely tell the officer that you have a CCL and where that weapon is located.  Then you do not move.  You make sure the officer can see your hands at all times.  And wait for he/she to tell you what to do next.  It is even better if you can when you see you are being pulled over, get out your DL and CCL then hand both of them to the officer at the same time. Again you always make sure your hands are in view and do not make sudden moves.
