Hopefully he doesn't strike at all - because the fallout would drift over China (the prevailing wind is easterly), which would seriously annoy the Chinese.
I was looking over N. Korea on Google Earth, and it looks very undeveloped and mostly woodlands. They have lots of communes (or maybe prisons). Farming looks to be little plots here and there. The cities look kind of old, with light vehicle traffic and light commerce.
