Are you sure this is the right question?
I believe we often don't get the question wrong up front and so look for the wrong answers; as an example, the war on drugs. How long, how much money, how much pain, suffering and death have resulted in possibly pursuing the wrong answer to the wrong question?
The war on terror leaves me with little hope for the future ...

Yeah. You try to hire fact finders and trouble shooters and you only end up with trouble finders and fact shooters.
In my case anyways I was into solutions and solving problems in my 20's, 30's, 40's, but now well into my 50's, I'm the problem, lol.
Sometimes it's the matter of some people not believing that there is a problem to be solve and counter the ones who want to try and solve the problem.
Sometimes it's laziness.
Sometimes the problem for some is the solution to others.
Some people like problems and wallow in them.
Etc
I think we are pretty much solution focused. Just like anything else, solutions are not one size fits all.
Because we need to understand HOW? Most people don't even get why, who, what, where or when that often.
Because far too often the best achievable solution (which is NOT the same thing as a perfect solution) runs into the attitude of "I've upped mine...now UP YOURS!"

I think it's because complaining about the problem is easier than trying to fix it most times (and for most people).
