Mostly truth. There are many for whom it's a load of dingo's kidneys (and I like to think that I'm one of them), but it seems that most people these days can be bought. Prostitutes (it isn't always about sex).

No but yes, it also means everyone has a breaking point. The price may not be money. It could be power, fame or even a threat to self or family in which case the price is keeping them safe.

"Has a price" is not always measured in money. There might be a threat to one's life or that of a family member. Or there might be grants of power, contract rights, desirable commodities and such.
