There is a difference between a service animal which must be trained and a comfort or support animal which does not have to be trained. While the laws are well-intentioned, many people find ways to use the laws to allow them to take their pets to places that do not normally allow animals. I live in a condo which does not allow pets and this is a choice our owners have made. However all someone needs is a note from their doctor saying they need their cat or dog for emotional support and we have to allow them to have it. There are also web sites where you can take an on-line test and get a certificate stating you need a support animal. I don't think doctors understand that the comfort animal causes problems for those with allergies or those with a phobia or an aversion to animals who have chosen to live in a pet-free environment. The federal government so far does not consider allergies or phobias a disability. I have a great deal of sympathy for anyone who truly needs a pet to function because of their anxiety or depression, but those who use the laws to get around rules about animals trivialize the laws and seem to have no regard for the rights of others.
