ALLEGEDLY there are HUNDREDS of unfilled jobs in the Trump administration. Were they all FAKE jobs that have been eliminated? What's up?

If the jobs are necessary/essential/ to running the government safely and efficiently why are they still vacant? Whose in charge? Whose job  is it to see to it that we have the people we need to fill the jobs we need done?
