Is threatening to sue or threatening to file complaints in a lawsuit intimidation? Isn't intimidation of witnesses OBSTRUCTION OF JUSTICE?

When a 3rd rate lawyer threatens to sue or file complaints what is the purpose but to intimidate witnesses into silence?
