At what percentage of rain, do you actually consider carrying a raincoat / umbrella on your travels?

I've gotten risky lately at a rain forecast of 70% plus.

    I haven't owned a raincoat in 20 years.  There is an umbrella in my car, located so that it is of absolutely no assistance to me if it's raining.

    Not since I lived in the tropics of Florida and the humidity of Chicago, have I needed either.

    Now I live in the ovens of Arizona and rain is not that frequent, unfortunately.

    Where I live -Vancouver BC from October till May 0% because if it is not raining it could start any minute.
