Obama is said to be puting his Library in Chicago but why is he absent addressing the city's problems?

The way I heard it he is going to emigrate to France. To get away from all the snide agendas that get dishonestly presented in the US.

What does putting a library in Chicago have to do with addressing problems.  He is offering a library, not throwing in his hat to be Mayor.

That's not even his problem. 

He is neither Mayor of Chicago nor any elected official, so it isn't his problem to resolve.
