It's because he's a good deal more sophisticated in his world view than you. There is nothing to be gained by insulting Putin / Russia. Russia is a powerful nation that the U.S. has a bad relationship with.
The U.S. has no allies. The Trump administration is nationalist. The rest of the western world is bent on globalism. The U.S. has everything to gain from pressuring its so called allies. They are smaller, weaker nations that need the U.S. more than it needs them. Trump has leverage over them. So he is going to exploit that leverage to undermine globalism.
Globalist trash like Merkel have been treated far more gently than they deserve. She is a traitor to her own country and deserves nothing but contempt.
