Why would a grown man lower his car mirrior only to send smoochy kisses through his window to a female pedestrian who is complete stranger him? In day light! In a crowded street!
Layla, I saw your reply below to ThriftyMaid and realized I should really give you an answer that might help you to understand to some degree.
Certain guys do this all the time. They girl watch. When they see one they think is pretty, they say or do something to attract their attention. It's stupid, childish, and very disrespectful. It's always been that way even before the invention of cars. They think that maybe, just maybe, one of the women will give them a positive response. It's a brainless lazy man's way of picking up women. Some of them never expect a response. They just like harrassing women and if you went up to the car and said "okay, let's go" they would crap their pants. I worked with a few guys like that. FYI, I'm a woman. Harry's the dog. My point is that one time, one of the guys had gone too far & got on my nerves. I backed him against a wall and told "okay let's go big man. Let's see what you've got." He freaked out. Pushed me off him and ran away. They're just a bunch of big babies who are looking to intimidate and harass to make themselves feel like big men.
I'm sorry he left you feeling so uncomfortable.

That's sounds like a crazy person instigating foreplay for rape. When I read the question the image of that nutcase character that DeNiro played in Cape Fear came into my mind.

To be funny? Once I passed a girl in another car who was turning left in front of me. Our windows were down, she passed very close to me, and there was clearly some mutual curiosity. As she went by, never to be seen again, I yelled, "Wait, I love you!" out the window. She laughed and so did some pedestrians waiting to cross the street. It worked.
Without actually seeing it, it's difficult to know how inappropriate it was.
I never act like that though I understand why some men do.
In order to do well with women, nothing works better than being completely indifferent to what women think of you. Some men constantly outrageously hit on women not because they expect it to succeed. They expect it to fail and be received with contempt most of the time. They do it to kill all shyness in themselves. It's a ritual of not caring.
The random women he hits on will mostly think he's a jackass, but other women he knows, who he doesn't treat like that, can sense confidence.
Women invented etiquette. They constantly try to define what is appropriate and make men pander to their feelings. Deep down women think that any man they can control is a weak ass beta male. They are more attracted to alpha males.
