    Homeowners get free money from the govt.  I guess it is to save them from losing their house.

    Homeowner Affordable Refinance Program (I believe).  There are volumes to read if you use a search engine.  But it is to help people whose homes have lost value due to the economy and therefore are unable to refinance taking advantage of lower interest rates.  The program lets them refinance at 105% of the appraised value.
