Where do you get the impression that Japan is "fine" with North Korea firing missiles over their cities? I think that the opposite is quite true.

As Salt said - there is NO evidence that they are ok with it.. none.. As so why America feels it must speak whenever the North Korean leader speaks.. they don't have to.. they just think they have to.. really they are just playing into the North Korean leaders hands.. he wants to rattle your cage... if you let him then he will do it..  Act with dignity and authority, not like a tit for tat school ground quarrel.

Of course they're not fine with it. Though they have limited military capabilities and no nukes, so there's not much they can do about it.

Only the U.S. is capable of defeating North Korea without massive loss of life in South Korea. It can only be done satisfactorily with weapons of mass destruction. A conventional war would cost millions of South Korean lives. Seoul is within artillery range. It would be a complete blood bath.

Only the U.S. is capable of destroying their nuclear capability before they can use it. Only the U.S. is capable of intercepting missiles.
