Why do you insist on focusing on horrendous crimes and asking questions that are rhetorical in nature? You already know the answer to your question: our laws.
Yes, "our laws." They aren't my personal laws. You need to abide by them the same as I do. We live in a land of laws. Granted every jurisdiction's laws may differ here and there, but generally speaking, our laws that are in place, allow someone like that piece of garbage to be granted parental rights.
The guy's not the child's father. He's only a sperm donor. He should have no more right to see the child than an anonymous contributor to a sperm bank has to see his potential offspring.
Gotta wonder if the rapist is being forced to pay child support? (Which should be of no consequence in this situation.)
And I Googled the judge and apparently that's what it's all about, child support. Seems that the child is being supported by the State if Michigan. Granting the father parental rights puts him on the hook for those payments, not the State. Except there's a standing Michigan law that keeps him on the hook for those payments without granting the person with the criminal conviction those rights. Go figure . . . .
