What environment do you think is better for raising kids? An apartment complex or the suburbs.

I don't think either is inherently better. I think old fashioned residential neighborhoods were the best environment. 

A good parents environment...

I think children can up happily and into stable happy adults regardless.  The important thing is that their needs are met and they have stability, consistency, and security in their home life.   Home should be our happy and safe place, regardless of where it is.
