In its early stages, especially in pre-adults, is criminality often passed off as humor and harmless pranks to deflect from its true nature

Sure sometimes, as it should be when no harm done other than "breaking the rules."  This is why we have the juvenile legal system.

When you hire a cop, you create a job that has to be protected. The cop has to be sure of a steady supply of losers to nail or jail. He gets that supply from among the town's sons. He pesters them until one does something stupid, and then he has a new criminal to justify keeping his job.
