    Sure sometimes, as it should be when no harm done other than "breaking the rules."  This is why we have the juvenile legal system.

    When you hire a cop, you create a job that has to be protected. The cop has to be sure of a steady supply of losers to nail or jail. He gets that supply from among the town's sons. He pesters them until one does something stupid, and then he has a new criminal to justify keeping his job.
