Who do you tend to blame when kids go bad?

Parents.

There are some kids that are just born bad, but most of us are a product of our environment.

I tend to blame the parents, because my experience has shown that's often the cause. If a dog goes bad, I tend to blame the owners too! Of course some people (and animals) are just born bad. But that seems to be rare. 

Whoever sparred them the belt.

Lack of Love....
     lack of awareness, compassion,
empathy, nurturing, caring, devotion,
to anything other than
themselves...The Parents.
     Too many Thoughts of
me, myself and mine
in parents attitude, 
as child grows.
so much love should be shared.
     Child is so much forgotten
as they grow...No time for love

I blame whoever was the preceding president in relation to a current one.
The preceding president is always the blame for everything.
