How and why is it possible for two completely different songs to have the exact same title?

TIME AFTER TIME. Written by Sammy Cahn in 1947.

TIME AFTER TIME. Written by Cyndi Lauper and released in an album in January 1984.

Different periods  of time. Different creators. Totally different songs. Different lyrics. Different melodies. How is it legal?

Copyright is not allowed on a title, a chapter heading, or a plot outline.

Copyright is never claimed by magicians, comedians, or fashion designers. It has only recently been claimed for paintings. Prior to a couple of decades ago, art students were expected and encouraged to copy the masters.
