Rich versus Poor. Is society more likely to tolerate misconduct from the rich, powerful and/or famous than it is from the poor, pitiful and

unknown? Is it a no brainer? Does half the blame for deviltry go to those who practice passivity?

    Yeah. The authorities are intimidated by the wealthy and the powerful. 

    "Please remember, that if this ever gets out, I have enough money and know enough people to have you killed"

    It's this kind of threat that keeps victims silent. It's this kind of ego that feeds the offenders offending.
