Could you think of any ideas that might work to select a candidate for head of state (president, prime minister, etc.) other than voting?

Like competence testing of some sort -experience in politics and general knowledge of current conditions; whatever may apply relating to that position.

    No.  There is ample time for people to become informed prior to elections.  Of course, the new normal for American intellect has declined so we may at some point have to really think about changing the system.  It's too soon to consider it now though.
