Usually, yes. I take it as a sign that someone is interested in developing a conversation, and perhaps in getting to know me.
Conversely, I dislike it if the other person doesn't like questions. My father was, among other things, a journalist - so in our family questions and lively discussions of polemics were normal, daily events.
It took me ages as an adult to realise that many people believe questions are intrusive and rude - "too nosy."
If people are closed to questions I soon develop feelings of distrust; I think, what is there to be afraid of unless there's something to hide?
The people I most enjoy getting to know are those who feel free to be open. I find they tend to be the least damaged and the most sane.
