I try not to judge people. But, in this scenario, I feel a judgement is needed. She over-stepped her boundry, big time. First, If she is so interested in her son's well-being, he should have pads on. Where are they? Where is his helmet? Second, the guy who was skating on his "line" had the right of way. She should learn the rules of the skate parks before sending her small child in to play with the big boys. Third, the guy was considerate. He stopped. He wasn't skating out-of-line, or out-of-turn. There was NO bullying or disrespect by him at all. He apologized and was sincere in his apology.
If she would like her son to skate as well as the guy who accidentally bumped into the little lad, she needs to send him to skate school. Take him to a place that is confined to learning such tricks.
You wouldn't put a beginner swimmer in a pool with experienced swimmers and expect him to swim the length of the pool. Why would she put her son in harms way at a skate park?
Back to parenting and safety school for the parent. The kid and the guy were not at fault. In my opinion, she was definitely out of line.
Final answer.
Punishment: Buy your kid the appropriate gear to learn to skate. Take your kid to skate school and put him in a safe skating environment. Go back and give this guy your sincere apology for placing him and your son in harms way. After your apology, you and your son are restricted from that skate park until I can see you have met all the above requirements.

The little kid was not watching where he was going and he was the one who ran into the kid on the skateboard. The mother owes him a big apology for hitting him and being such a bi@#$.
Exactly! What sort of impression is she setting for the little guy? Hitting and pushing? Bad! Bad! Bad! on her behalf! She must have missed the chapter on "Leading by example!"
