Are people not so much universal in nature as endemic to the environments they were raised?

Ya know... I found this a fascinating question... but I couldn't understand it... I thought maybe that was because it was too early in the day... but nope, I still don't understand.. and that bugs me because I would like to answer it..  maybe it's a bit too cerebral and clever for me.
