Is it tacky for someone to invite you to a private event that features free food, but it is NOT hosted or sponsored by the person who

invited you, and invitees are not expected to bring guests?
  In other words, is it second-hand freeloading?

    Aye, indeed and for example invited to the wedding reception having never met the bride and groom.
