How do you know if he disobeys? Where is the "especially if you're prosperous" part at in the Bible?

Everything he does, he does for the poor. If leftist globalists didn't run everything, living standards would be off the chart.
There are many ways to care for someone. The left seem to think their way is the only way. No, your way only deepens poverty in the long run. It's like offering a thirsty person a glass of salt water.
Most leftists are just stupid but the leaders are evil people, who feed on human suffering, constantly trying to create poverty so they can be elected to fight it.
You don't have the moral high ground. God forgives people quickly who know not what they do. Though make no mistake, the short term wrath of God awaits the average leftist dumb ass.
